Children's Services

There are many things that can delay or hamper a child’s development. Whatever the cause - premature birth, neurological disorder, injury, or disease - the strain on all family members can be difficult.

FAMILY OUTREACH’ S FAMILY EDUCATION AND SUPPORT (FE&S) PROGRAM is available to both natural and foster families who have a child with a developmental disability. Services (usually provided in the home) include education, support, resources, and service coordination.

Who Is Eligible
To be eligible for Family Education and Support Services the family must reside in one of the 12 counties served by Family Outreach. The child must also live in either their natural home or a foster home and be between the ages of 0 and 22.

Early Intervention or PART C: (0 to 3 YRS)
Part C is a federal entitlement program available to all children who meet eligibility criteria. There are two categories of eligibility, Type I and Type II:

Type I: Includes established medical conditions, such as chromosomal or genetic disorders, infectious diseases, neurological disorders, congenital malformation, sensory disorders, severe attachment, and toxic exposure. A physician’s signature is required to confirm eligibility.

Type II: Includes a 25% delay in two developmental areas or a 50% delay in one area, including: physical, cognitive, communication, social-emotional, or adaptive. Eligibility can be determined through developmental assessment and gathering information from other sources.

GENERAL FUND: (0 to 18 YRS )
There may be a waiting list for General Fund services as this is not an entitlement program. A child may not meet eligibility criteria for Part C, but may meet criteria for General Fund. A child is eligible for General Fund if she/he:

  1. Is 0 to 6 years old and is “At Risk” for developmental delays due to an established risk, environmental risk, or a biological risk.
  2. or

  3. Is 0 to 18 years old and has a developmental disability.

TITLE XIX: (INTENSIVE) (0 to 22 YRS)
Family Education and Support- Intensive (IFE&S) is a Medicaid Waiver program designed to provide Medicaid and additional resources to meet the exceptional needs of an eligible person. By providing increased resources Family Outreach hopes to prevent the development of situations that could result in an out of home placement.

The focus of IFE&S services is the optimal use of education and resources to increase the security of an individual’s placement at home and to decrease the family’s need for additional resources. Family Outreach and the family will actively work on child focused and family focused objectives to develop skills and supports that address intensive needs.

A person is eligible if she/he is at risk for an institutional placement without additional resources, under 22 years of age, and has one or more of the following characteristics:

  • severe/profound mental retardation including extreme deficiencies in self-care and daily living skills as compared to peers;
  • significant maladaptive social and/or personal behaviors which requires intervention;
  • severe medical or health related problems;
  • determined to be Medicaid eligible (waiving parents’ income).

Program eligibility is monitored by Family Outreach on an on-going basis.
